Herbert Ross Gould was born in 1888 at Bombay in India, the son of Alexander Percy Gould 1856-1932 and his wife Isabella.

He was educated at Brasenose College, Oxford. In 1911 he joined the India Civil Service, having qualified by Open Competition examination (1).

When the 1911 Census was taken, he was at The Grange, Clanfield in Oxfordshire, living aged 23 years and unmarried with his father Alexander Percy Gould 1856-1932.

He was Collector and District Magistrate at Poona, Bombay, and was honoured (2) with the award of the Order of the Companion of the Indian Empire (3).

He married Florence Mary Butter 1899-1988. They lived at Chestnut Lodge, Horsham in Sussex.

Herbert Ross Gould died on 20 December 1954 at Nuffield House, Guy's Hospital in London (4).

(3) The Most Eminent Order of the Indian Empire was an order of chivalry founded by Queen Victoria in 1878. The motto of the Order is Imperatricis auspiciis (Latin for "Under the auspices of the Empress"), a reference to Queen Victoria, the first Empress of India. No appointments have been made since 1947, and the order became dormant in 2010.
